Summary
Terrorists choose their targets carefully for the symbolic value of the destruction. So it was with the attack on the Twin Trade Towers. Because the symbolism is often misunderstood or missed entirely by the victims, prediction of future actions and thus deterrence is difficult at best. But with aggressive military action overseas, increased infrastructure protection and surveillance at home, the threat can and should be reduced.
