Summary:
This article demonstrates the need for a systematic informant program and provides some guidance in how such a program should be formulated, structured and managed. Having and implementing a tight informant management policy won't prevent every lawsuit against officers and departments but it does provide standards, guidance and accountability for the officers and their departments.
